Supervisory Perimeter Held by Directors

Stage-two signoff on released records sits with named directors or with senior practitioners explicitly delegated by the board. Delegations are written, time-bound and held in the conflicts register. The perimeter exists so that a counterparty asking 'who ultimately signs' receives an answer that traces to the board.
