The gallery exists so that those names can be located against a department and a track before the file is opened.

Signoff Authority and Segregation of Duties

No practitioner can sign a record they drafted. Stage-one and stage-two reviewers must sit in different tracks. The system is enforced by the workflow, not by convention: a record cannot be marked released until two distinct practitioner identifiers, from two distinct tracks, are recorded against it.
